The bad guys in this third installment from Dirty Harry's life include not only the archly defined criminals (here, DeVeren Bookwalter and a group of post-Vietnam gun crazies), but also his police and political superiors - like Bradford Dillman, captain of detectives, and John Crawford, whose characterization of the mayor is one of the few highlights. Harry Guardino has the role of a weak-kneed detective.

Tyne Daly's casting as a femme cop injects some predictable, but enjoyable, male chauvinism sparks in dialog between her and Clint Eastwood.

The spitball script [from a story by Gail Morgan Hickman and S.W. Schurr] lurches along, stopping periodically for the blood-lettings and assorted running and jumping and chasing stuff.
