With 27 stuntmen and Chuck Norris in the credits, Code of Silence is a predictability cacophonous cops-and-crooks yarn [by Michael Butler and Dennis Shryack] that is actually quite good for the type.

The best thing about Norris is he never gets involved in all that romance stuff. Granted, there's a pretty girl (Molly Hagan) whose life is at stake, but Norris never does more than hold her hand, lend his brawny chest for her to cry on, and - finally in a fit of passion - kiss her on the forehead.

Norris plays a police sergeant leading a raid on a drug den, who arrives a step behind another gang which gets away with all the dope and money, leaving a bloody mess behind. This sets off a gang war between forces led by properly menacing Henry Silva on one side and less prominent Mike Genovese on the other.
