Gaga Communications, a major purchaser of films and television programs for Japan, has appointed Tomozo Ito as exec veepee of its television licensing division.

Ito had a 35-year career at Herald Communications, most recently as senior exec VP.

David Bartis has been promoted to VP, creative affairs,

at HBO Independent Prods. Bartis, who joined the company as director in that area three years ago, is overseeing pilots for CBS, ABC and Fox as well as HBO Indie Prods.' new writers project and the continuing series "Martin" and "Roc."

George Brenner has been upped to veepee and chief information officer, MCA/Universal information services. Brenner, who had been director, joined MCA from Turner Broadcasting System in 1987.
