Music Plus and Wherehouse founder Louis C. Fogelman has formed L.C.F. and Associates Consulting. The L.A. org will specialize in the home entertainment, music and video industries.

Blockbuster Music and Tim Disney's Virtual World Entertainment are clients.

EMI Records Group promoted Judy Valsi to West Coast senior director of adult contemporary/jazz promotion. She'll have responsibility for getting airplay for ERG artists.

Production company Clear Channel Prods. has been formed to feed programming to the eight TV stations owned by San Antonio-based Clear Channel Communications. John Binkley, former prexy of B&G Communications, has been named president/chief operating officer of the new unit. Its first show, "Jake's Attic ," features scientific fare, while a primetime half-hour, "No Adults Allowed," is in development.

Reprise Records named Dave Stein national sales manager. Stein, who was Midwest sales manager for Warner Bros. Records, will relocate to L.A.
