Berlin-based Senator Entertainment is opening an international production arm in Cologne to focus on English-language films.

Ulf Israel, head of Dortmund-based 3L Prods. and producer of Julie Delpy's "Two Days in Paris" and Paul Schrader's "Adam Resurrected," will move to Senator in January to head the new shingle alongside Senator topper Helge Sasse.

Senator is in negotiations with Cologne studio and production group MMC for a long-term partnership and is eager to exploit what it says is "the great potential" of North Rhine-Westphalia.

The state boasts one of Germany's most generous film subsidy programs, the Filmstiftung NRW, which has an annual budget of more than $50 million.

Senator's recent productions include Philipp Stoelzl's upcoming "Goethe!," a romantic drama about the early years of the 19th-century scribe (a co-production with Deutschfilm), and Anno Saul's sci-fi thriller "The Door," starring Mads Mikkelsen (a co-production with Wueste Film), which hits German screens on Thursday.
