Lakeshore topper Tom Rosenberg and exec Gary Lucchesi will produce along with Jeffrey Silver and Hanna Weg.
"April 23" is based on Erje Ayden's book "Sadness at Leaving: An Espionage Romance." Weg is penning the screenplay.
Rosenberg said: "Heitor is one of the brightest filmmakers emerging from South America and is on the verge of a worldwide breakout."
Dhalia's "Adrift" (A Deriva) premiered at this year's Cannes Film Festival. His "Drained" (O cheiro do ralo) premiered at the Rio Film Festival, winning the special jury prize before winning the critics and jury awards at Sao Paulo and then being nominated for the grand jury prize at Sundance in 2007.
Dhalia made his feature directorial debut in 2004 with "Nina," a contemporary version of "Crime and Punishment" told from a Brazilian punk girl's point of view.
"April 23" is based on the true story of a deep-cover KGB assassin sent to Manhattan amid the tumult of the 1960s with the mission of acquiring all the attributes of an American life until the time he is called upon to assassinate a defector. He's then faced with the choice between family and country after he marries an American woman and becomes a father.
