Harris is replacing Liam Neeson, who had been attached to play the role of a sheriff whose state senate bid is jeopardized when his daughter begins to date the son of a psychologically disturbed woman with whom the sheriff has engaged in a two-decade affair.
"Virginia," which co-stars Jennifer Connelly in the title role, is slated to begin lensing Sept. 28 in Holland, Mich.
Connelly and Harris have worked together previously on "Pollock" and "A Beautiful Mind." Madigan, who worked with Harris on "Gone Baby Gone," is attached to play the sheriff's wife; Roberts will portray his daughter.
Christine Vachon of Killer Films, Hopwood DePree and Scott Brooks are producing with Gus Van Sant, Yeardley Smith and Jay Froberg exec producing. TicTock Studios is financing.
Harris most recently wrote, directed and starred in "Appaloosa."
