Script is by Kim Fupz Aakeson, who wrote Anette K. Olsen's "Little Soldier," which took the ecumenical award at the Berlin Film Festival this month.
Finn Gjerdrum and Stein B. Kvae will produce the 16,100,000 kroner ($2.3 million) pic for Paradox.
Film is about a man recently released from a 12-year jail term for killing his wife, who must decide whether to try to reconcile with his family or take revenge on those who turned him in.
"Regnskap," which starts filming next month and is skedded to open in Norway in February 2010, also stars Norwegian thesps Bjorn Floberg, Bjorn Sundquist and Aksel Hennie.
Moland and Skarsgard previously collaborated on "Zero Kalvin" and "Aberdeen," which won a string of international fest awards.
Skarsgard will next be seen in Ron Howard's "Angels and Demons."
