Ho, a local lawyer who previously served on the territory's Telecommunications Appeal Board, was appointed by chief executive Donald Tsang for a two-year term starting Monday.
The move comes after a tumultuous year for the Broadcasting Authority. In January, the authority's mandate to issue TV and radio licenses was deemed unconstitutional by a district courts.
