Award recognizes pics showing European values and culture, or contributing to debate on the European condition.
“Lorna” unfolds the tale of an Albanian woman drifting into crime as she tries to build a new life in Belgium.
Pic won the script award in Cannes last May.
“With this year’s winner, a major social issue affecting Europe can be brought to cinemas in all European countries,” said Hans-Gert Poettering, president of the parliament.
As an aid to distribution, the prize pays for subtitling in the 23 official languages of the European Union.
Other short-listed films were “Delta,” by Hungarian helmer Kernel Mundruczo, and “Obcan Havel,” a documentary about Czech president Vaclav Havel by Miroslav Janek and Pavel Koutecky.
