Babluani penned the English-language remake, which centers on a man who steals a mysterious package that promises to pay out a fortune.
"13 Tzameti" was the winner of the 2006 Sundance Grand Jury Prize.
The film will start shooting Nov. 17 in and around New York City.
Rick Schwartz, Aaron Kaufman and Valerio Morabito are producing. Myles Nestel, Anthony Callie, Douglas Kuber, Ron Hartenbaum, Alan Bernon and Brian Edwards are exec producing.
Paramount Vantage will handle international sales on the film, while Endeavor is repping North American rights. Overnight Prods. is producing the film alongside Barbarian Films and Morabito Picture Co.
Film marks the third bigscreen project to be financed through an alliance between Barbarian and Oceana Media Finance.
