The novel's about a reclusive ex-surfer drawn into helping a Mexican woman who's being hunted by a killer hired by cartels to silence her before she exposes corruption in Tijuana.
Waugh is a former Hollywood stuntman who most recently directed the Val Kilmer starrer "Felon."
Nick Wechsler will produce with 2929's Wagner, Cuban and Marc Butan.
"Kem Nunn created a complex visual world of outcasts where California and Mexico meet the Pacific Ocean," Wechsler said. "Waugh will bring his iconic fresh characters to the screen in a powerful way, the way he did with prison life in 'Felon.' "
Wechsler and 2929 teamed on "The Road," the John Hillcoat-directed adaptation of Cormac McCarthy's novel, which stars Viggo Mortensen and Charlize Theron. Wechsler produced with Steve and Paula Mae Schwartz.
