The country is setting targets of at least 25 features per year, of which five need to be docs and five youth films.
The department of culture said in a statement: "The goal is also that there should be at least 3 million tickets sold to local films during 2009, which means 25% of the total admissions."
Since 2005, the Norwegian government has upped state support to the film industry each year with a corresponding rise of 25% from 15%.
Nina Refseth, head of the Norwegian Film Institute, said: "We are very pleased. Now we get the possibility to further develop the Norwegian cinema and maintain its high quality."
