Pact formalizes the distribution of each org's content in the other's market as well as fostering co-productions and other ventures.
It paves the way for more joint ventures such as "China Through the Yang Tze River," a six-part docu that Cisneros' entertainment unit Venevision Intl. completed with state-owned CCTV this year.
Docu, presented at NATPE this year, was made in response to the growing interest in the host of the 2008 Beijing Olympics.
Venevision telenovelas already sold to CCTV include "Rebel Angel," "The Woman of My Life" and "Wanted: Prince Charming."
Pact is hailed as the final step in a four-year effort to open the Chinese and Ibero-American markets, led by Venevision Intl. and CITVC, the corporation that owns the rights and distributes CCTV's programming worldwide.
