Carde called the doc "a long, hard look at how this country handles disaster, which ones they indirectly cause and how corporate America and their friends in the White House profit from those disasters in the long run."
Pic focuses on four major events: the Oklahoma City bombing, the 9/11 attacks, Hurricane Katrina and the war in Iraq.
Carde, a network TV journo and CNBC anchor, has made numerous visits to Iraq since 2003, including a trip for this doc.
She told Daily Variety that the levee breaches in this year's Midwestern floods bolster the doc's arguments. "We're building levees and dams in Iraq but neglecting them here," Carde said.
The filmmakers are aiming for festival slots with an eye toward securing theatrical distribution for the pic.
