Committee chairman John Conyers Jr. (D-Mich.) said he wanted "testimony about the politicization of the Dept. of Justice, including former Alabama Gov. Don Siegelman's case."
Siegelman was the subject of a recent "60 Minutes" segment showing evidence that the prosecution against him may have been politically motivated, possibly involving Rove.
The committee previously asked for Rove's testimony, but Conyers' office reported that it received a letter Wednesday from Rove's attorney saying the former Bush White House insider would not testify voluntarily.
"It is unfortunate that Mr. Rove has failed to cooperate with our requests," Conyers said in a statement. "Although he does not seem the least bit hesitant to discuss these very issues weekly on cable television and in the print news media, Mr. Rove and his attorney have apparently concluded that a public hearing room would not be appropriate. Unfortunately, I have no choice today but to compel his testimony on these very important matters."
The subpoena was sent to Rove's attorney on Thursday.
