The $22 million project is a thriller about a blackmailer and con man. David Harris penned the script, with principal photography set to begin in Louisiana this summer.
U.K.-based Silverscreen Capital is structuring the financing along with London-based sales and financing company Intandem Films.
Intandem, which is also handling sales, has sold the pic in Germany, Benelux, Scandinavia, Greece, Cyprus, the Middle East, Eastern Europe and Turkey.
Neufeld and West previously collaborated on John Travolta starrer "The General's Daughter" in 1999.
Neufeld has secured a SAG interim deal to ensure that the project won't be shut down if actors go on strike later this year.
