Carter will report to NBC senior VP of drama Katie O'Connell, who cited his "extensive background and great instincts" in announcing the promotion.
Upon joining NBC in 2005, Carter went to work for the net's comedy development team. During his two years in comedy, he developed projects such as "20 Good Years" and "The IT Crowd."
Carter switched to drama a year ago. In addition to overseeing the two-hour backdoor pilot for "Knight," he has focused on NBC's summer anthology drama "Fear Itself" and the just-ordered drama series "Kings."
New gig will have Carter working on drama development and current series.
Carter's pre-NBC resume included a stint heading development for Tonic Films ("Cabin Fever 2: Spring Fever"). His entertainment career began as an intern on NBC's "Tonight Show With Jay Leno."
