Kieran Culkin is in negotiations to play opposite Panettiere as her oblivious boyfriend.
"Daydream Nation," budgeted at about $10 million, is skedded to start production in the second or third quarter of this year.
Producing team includes Michael Besman, Cameron Lamb of Lila 9th Prods., Lesley Vogel, Emily Gerson Saines of Brookside Artist Management, and the Collective's Sam Maydew.
The Collective's Shaun Redick is packaging the financing and will rep the pic's North American distribution rights.
Odyssey Entertainment will handle foreign sales starting in Berlin this week.
