Rotter has spent the past eight years at the company as an assistant, working with Carter mainly on "The X-Files."
Ten Thirteen's developing a sequel to 1998's "X-Files Movie" at Fox, based on the TV series.
Pic's expected to reunite David Duchovny and Gillian Anderson.
Rotter's also a scribe, with Simon & Schuster having just published his first novel, "Duck, Duck, Wally," about a hip-hop ghost writer.
"Gabe has worked for me for over eight years and he still found the time to write a novel," states Carter. "Someone that hard-working and devious deserves a bigger role in my operation!"
