Caroline Case penned the spec script about a woman who moves to a small beach town to recover from a traumatic event and winds up unearthing a crime.
Davis, whose Davis Entertainment shingle has a first-look deal with the studio, set up the project out of his discretionary fund.
Project reunites Case, Fleder and Fox: Case, a onetime assistant to Fleder, penned a draft of "Don't Say a Word," which he helmed for the studio.
Case's writing credits include Dimension Films' "Impostor," which Fleder also helmed, and "Genius," which is in development at Paramount Pictures.
Fleder, who is best known for directing "Runaway Jury" for Fox, most recently helmed Universal Pictures' "The Express," which will bow next year.
