Bettany takes on the role of Lord Melbourne, Queen Victoria's most trusted adviser, and Kretschmann has been cast as the Belgian King Leopold. Emily Blunt plays the title role and Rupert Friend her husband, Albert.
Pic, which Jean-Marc Vallee is helming based on a script by Julian Fellowes, traces Victoria's turbulent rise to power and her enduring romance with Prince Albert.
Miranda Richardson, Jim Broadbent and Mark Strong were previously cast in the pic, which King's GK Films shingle is producing.
Bettany next appears in "Inkheart" for New Line, and Kretschmann stars in "Wanted" and "Valkyrie."
"The Young Victoria" is being produced by King and Scorsese with Tim Headington and Sarah Ferguson.
