Pic, set to shoot this fall, will be Kerrigan's first movie since he made a splash with his low-budget debut "Human Traffic" back in 1998.
"I Know You Know" is the story of a boy who gets caught up in the espionage work of his father, played by Carlyle.
Producer is Sally Hibbin, who previously worked with Carlyle on two Ken Loach movies, "Carla's Song" and "Riff-Raff."
Pic is backed by the Film Agency for Wales, whose chief exec Pauline Burt commented, "As an agency, we are absolutely focused on supporting Welsh-born and/or resident key talent, with a particular emphasis on writers, directors and producers. Justin is a considerable talent, and we're delighted to have the opportunity to facilitate his next project getting made."
