Show has been commissioned by Blighty's biggest commercial web, ITV, which is attempting to revive its drama slate in the face of strong competition from the BBC. ITV axed "Footballers' Wives" in May.
Shed hopes that Cowell's involvement will help secure a commission for a U.S. version of "Rock Rivals."
Talks with U.S. studio execs are underway, according to ITV.
"Rock Rivals" revolves around two celebrity judges whose marriage falls apart. Shed topper Brian Park described skein as "a blitzy combination of wild characters and pacey plots set against a world of ruthless ambition."
He added: "Only Simon Cowell can provide that unique insight of what it is like to be at the epicenter of a worldwide phenomenon."
Shooting takes place this summer in time for a late fall slot on ITV1.
