Project, based on a book by Economist writer Adam Roberts, centers on a failed coup attempt in Equatorial Guinea that's driven by the desire to control oil.
Buchman has penned the screenplays for Steven Soderbergh's Che Guevara pics "Guerilla" and "The Argentine."
Miramax bought rights to the book in the fall. Company's David Greenbaum brought in the project. Blum is producing with Beth O'Neil.
Buchman also penned holiday fantasy film "Eragon" as well as "Jurassic Park 3."
