Henry Bean and Nick Kazan penned the screenplay.
Bob Yari's production and financing company will co-produce the indie pic with Cage's production shingle, Saturn Films.
Story revolves around a New York City cop who causes the death of a friend in a moment of cowardice. Consumed by guilt, he goes on a self-destructive spree but then seeks redemption.
Producers are Norm Golightly, Cage's producing partner at Saturn, and Yari. Mark Gordon and Brad Jenkel exec produce.
Jenkel, production topper for Yari Films, brought the project in.
Cage, who is shooting psychological thriller "Next," provides a voice for Warner Bros.' summer toon "The Ant Bully" and stars in Oliver Stone's upcoming 9/11 drama "World Trade Center."
Ruben's directing credits include "The Forgotten" and "Sleeping With the Enemy."
Bean penned "Internal Affairs" and, more recently, was one of the writers on HBO original series "K Street," while Kazan's credits include "At Close Range" and "Enough."
Yari Films' upcoming production slate includes "The Hoax," starring Richard Gere, Alfred Molina and Marcia Gay Harden; "The Painted Veil," starring Edward Norton and Naomi Watts; and "Resurrecting the Champ," starring Samuel L. Jackson and Josh Hartnett.
