Production begins in March in New York.
Walken will play the patriarch of a cop family. While one son followed in his footsteps, the other is the black sheep who's become manager of a club controlled by the Russian mob. Mendes will play the love interest of the manager, who is caught up in the nightclub world.
Pic is produced by Nick Wechsler, 2929 Prods. president Marc Butan and Wahlberg and Phoenix; 2929 Intl. will sell foreign rights on the film.
Walken, who'll next be seen in "Click," is shooting the Barry Levinson-directed "Man of the Year" for Morgan Creek.
"Hitch" star Mendes will next be seen in the Mark Steven Johnson-directed "Ghost Rider."
