Washington will play an FBI agent with the ability to travel back in time. He falls in love with a woman as her murder approaches.
The trio had a success together with "Crimson Tide," the 1995 submarine thriller that grossed $159 million worldwide.
Scott and Washington teamed for last year's "Man on Fire," which grossed more than $100 million worldwide.
With Washington, Scott and Bruckheimer together on a picture sure to include some visual effects, "Deja Vu" is likely to cost upwards of $75 million.
Taken together with this year's production of two "Pirates of the Caribbean" sequels and the signing of Scott Rudin to a first-look deal, pic seems to herald a greater willingness on the part of the studio to take on expensive projects with high-profile filmmakers, at least for the Touchstone and Disney labels.
"Deja Vu" was a spec script by Terry Rossio and Bill Marsilli. It came to Bruckheimer via execs Mike Stenson and Chad Oman. Disney bought the spec for several million dollars last year.
Bruckheimer is producing. Oman and Stenson exec produce with Rossio's "Pirates of the Caribbean" writing partner Ted Elliott.
Scott signed on to direct in March, and Washington was the clear choice to star. Decision was delayed until Washington opened in "Julius Caesar" on Broadway.
