Budgeted under $10 million, "Surveillance" is the story of an FBI agent who encounters three would-be victims of a serial killer, all of whom have very different stories of their experiences.
Lynch wrote the script with Kent Harper. Pic will shoot in New Mexico this summer with equity financing.
Producing the picture are Anthony Romano, Michel Shane, Fred Caruso ("Blue Velvet") and Michael Barron.
Shane and Romano were executive producers of "Catch Me If You Can" and "Northfork" as well as the upcoming "I, Robot."
The daughter of helmer David Lynch, Jennifer Lynch was 23 when she made her notorious feature-directing bow with "Boxing Helena." The pic had to overturn an NC-17 rating and file a breach of contract lawsuit against would-be star Kim Basinger, all before it was released by Orion Classics to dreadful reviews.
"Boxing Helena," which starred Julian Sands and Sherilyn Fenn, grossed $1.8 million in its domestic release.
