LONDON -- Stephen Carter, former NTL managing director is being tipped favorite for the post of chief executive of Ofcom, Britain's new super regulator for the media and telecoms industries.

Other candidates in the running include Patricia Hodgson, chief executive of TV watchdog the Independent Television Commission and Nick Lovegrove, the McKinsey consultant who advised John Birt when he was director general of the BBC.
