The 1996 Miami-Dade ordinance prohibits the use of county money toward presentations of Cuban artists or their works. Promoters and groups must sign an affidavit stating that they have no ties to Cuba in order to receive county cultural grants or to reserve and use county-owned venues.
The rules cost Miami-Dade the Latin Grammys awards ceremony this year, which will be held in Los Angeles.
As part of a suit filed by the ACLU on behalf of arts orgs and promoters, U.S. District Court Judge Federico Moreno issued a temporary order Tuesday to allow groups to apply for grants without signing the affidavit.
Separately, he denied the county’s move to dismiss the case. Miami-Dade County must file its response to the suit by May 30.
