Tilberis, who ran the fashion monthly for seven years, died April 21 of ovarian cancer.
Betts, who had been with Vogue since '91, had most recently been the glossy's fashion news director.
Betts' name had been circulating as a top contender for the job along with French Vogue editor Joan Juliet Buck, Glamour topper Bonnie Fuller, Harper's Bazaar beauty and fashion news director Annemarie Iverson, and Australian Harper's Bazaar chief Karin Upton Baker, who had been the acting editor of Bazaar since Tilberis' death.
Sources within Conde Nast say that Betts, who wrote for Vogue and edited its front-of-the-book and special section's including "Vogue's View" and "Vogue's Index," had long been angling for a book of her own.
Some criticism has circulated inside Conde Nast toward editorial director James Truman over the fact that Truman had not found Betts a more prominent position within the company.
Hearst Magazines president Cathleen P. Black called her newest editor "the obvious choice for a new generation of Bazaar readers."
Betts' first full issue for Bazaar will carry a December date and arrive at newsstands mid-November.
