Clifford Lachman has been promoted to senior VP, programming and production, Paramount Domestic Television. Lachman, Par's VP production since 1989, had previously worked for "Entertainment Tonight" since its launch in 1981, becoming coordinating producer in 1987.

Paramount Pictures has named Eileen Peterson director of production publicity. The veteran unit publicist will oversee all production publicity on all Paramount films.

Neal Smalerhas been named chief financial officer for Fries Entertainment Inc., replacing Denis Hamilton, who ankled his post after two years with the company. Smaler joins Fries from investment banking company LEJ Companies, where he served as managing director. He had worked for LEJ since July 1988.

Gregor von Bismark has been named director of production and Laurie Matlock director of creative affairs for Cineville Inc.

Deborah Mitchell has been appointed marketing manager for Fox Video. Most recently Mitchell was product manager for Mattel Toys.

Jon Marks has been named director of media and marketing research, Telemundo Group, Inc. He formerly was associate media research director for J. Walter Thompson USA.

Doreen Ringer Ross has been named assistant VP film/TV relations at Broadcast Music Inc. She was formerly senior director. Ringer Ross directs all film/TV relations for the company.
