Mark A. Harrad has been named VP of corporate relations at Viacom Intl., a new post. Harrad's former title was director of corporate relations.
Rudy Wann has been named chief financial officer for IDB Communications Group Inc. Wann had been VP of finance. Also, Robert Lingle has been promoted to veep of corporate engineering at the L.A. based telecommunications company.
Jay Nordby has been named VP of All News Channel, putting him in charge of day-to-day functions of the backdrop service. Nordby is the former director of affiliate relations for Telemundo Group. Nordby takes on some of the responsibilities previously handled by Matt Riklin, who became senior VP of programming enterprises and distribution for the Showtime Entertainment Group.
Cynthia Lieberman and Ed Harrison have joined Warner Bros. Domestic TV Distribution as executive director and associate director, publicity, to create a full-service trade and consumer publicity wing for the division.
Laurie Thompson has been named chief financial officer of Alliance Communications Corp., effective Monday. Thompson was formerly with the accounting firm of Zittrer, Siblin, Ernst and Young.
Frank Brown has been promoted to director of ad sales, MTV Europe, replacing Bruce Steinberg, who left the company. Brown was formerly deputy director of ad sales.
Leon Rosen has been named president of the newly formed Television Marketing Group, a direct response division of media buyer Western International Media. Rosen is the former president of LCN, a Los Angeles-based direct response agency.
Jackie Ioachim has been appointed senior publicist for consumer public relations at Showtime Networks Inc., a new post. Ioachim spent six years at WNET in New York, holding a variety of publicity positions.
Max Goldberg has been named president of the New World Foundation, a non-profit organization whose mission is to erect, maintain and operate the Christopher Columbus "New World" statue, along with an educational and cultural complex, in the Miami area. At the same time, Goldberg was named special assistant to the chairman of the Brooke Group Ltd., an international finance and marketing company.
Video retail chain West Coast Video Enterprises, which recently emerged from Chapter 11 bankruptcy protection, has promoted Ken Graffeo executive VP. He had been marketing veep. West Coast also named Steven Apple VP communications and business development, reporting to Graffeo.
